Dholera Special Investment Region (SIR) is India’s most ambitious greenfield city project. Unlike cities that grow organically, Dholera is being built with a ‘plug-and-play’ approach: trunk infrastructure—roads, utilities, digital networks—comes first, then urbanisation. The project spans 920 square kilometres and is designed to eventually support a population of around 2 million with significant employment and industrial activity.

Dholera's infrastructure is planned in phases. The Activation Area (about 22.5 sq km) has seen the bulk of initial development: wide trunk roads, water supply, sewerage, storm water drainage, and power distribution.
Beyond the Activation Area, the master plan envisions phased rollout of roads, metro/transit, green belts, and digital infrastructure. The upcoming international airport and rail links will further integrate Dholera with national and international networks.

Land values in the Activation Area and along key corridors may benefit from completed infrastructure and incoming industries—but appreciation is not guaranteed and timelines can shift.
