Understanding the Project

About Dholera SIR

India's first greenfield smart city—920 sq km in the Ahmedabad district of Gujarat, at the heart of the Delhi-Mumbai Industrial Corridor.

Introduction to Dholera SIR

Dholera Special Investment Region (SIR) is India’s most ambitious greenfield city project. Unlike cities that grow organically, Dholera is being built with a ‘plug-and-play’ approach: trunk infrastructure—roads, utilities, digital networks—comes first, then urbanisation. The project spans 920 square kilometres and is designed to eventually support a population of around 2 million with significant employment and industrial activity.

The project is led by the Dholera Special Investment Region Development Authority (DSIRDA) under the Gujarat SIR Act, 2009, and is a key node on the Delhi-Mumbai Industrial Corridor (DMIC), positioning it as a future manufacturing and logistics hub with world-class connectivity.

Prime Location

Strategic Location Advantage

Dholera's position on the Delhi-Mumbai Industrial Corridor provides unparalleled connectivity to India's major economic centers and infrastructure networks.

  • DMIC Corridor Node

Nodal point on the Delhi-Mumbai Industrial Corridor—1,483 km of planned industrial and logistics spine.

  • Freight Corridor

Western Dedicated Freight Corridor (DFC) connectivity for cargo and future high-speed passenger rail.

  • International Airport

Dholera International Airport (under construction) for direct air connectivity.

  • Port Proximity

Proximity to Mundra and Pipavav ports for export-import and logistics.

  • Ahmedabad Access

Close to Ahmedabad—Gujarat's largest city and a major economic centre.

Phased Development

Infrastructure Planning

Dholera's infrastructure is planned in phases. The Activation Area (about 22.5 sq km) has seen the bulk of initial development: wide trunk roads, water supply, sewerage, storm water drainage, and power distribution.

Completed Infrastructure

  • Wide trunk roads and connectivity
  • Water supply and sewerage systems
  • Storm water drainage network
  • Power distribution infrastructure

Beyond the Activation Area, the master plan envisions phased rollout of roads, metro/transit, green belts, and digital infrastructure. The upcoming international airport and rail links will further integrate Dholera with national and international networks.

Understanding infrastructure timelines helps align investment horizons with actual development milestones.

Development Timeline

Key milestones from concept to operational city

2009

Gujarat SIR Act; Dholera SIR conceptualised.

2011

DSIRDA established; Master Plan approved.

2014 onwards

Trunk infrastructure in Activation Area; ABCD (Activation Area) development.

2019–2024

Airport approved and under construction; industries (e.g. Tata Electronics) setting up; infrastructure completion in Activation Area.

2025–2030+

Airport operations; expanded industrial and urban development; full-phase city growth.

Long-Term Growth Perspective

Dholera is designed as a 20–30 year story. Early investors are betting on the full realisation of the master plan: industrial clusters, logistics hubs, residential townships, and supporting infrastructure. Success depends on continued government commitment, private capital, and execution. Land values in the Activation Area and along key corridors may benefit from completed infrastructure and incoming industries—but appreciation is not guaranteed and timelines can shift.

A long-term growth perspective means aligning your investment horizon (often 10+ years), understanding policy and execution risks, and diversifying rather than concentrating solely in one geography or asset type.
